Sales Tax Holidays, Digital Goods & SaaS

Maryland offers two annual tax-free events. “Shop Maryland” Energy Weekend in February exempts qualifying Energy Star products and solar water heaters with no price restrictions. Tax-Free Week in mid-August (Sunday–Saturday) exempts clothing and footwear priced at $100 or less and backpacks (first $40 exempt). Rhode Island does not offer statewide sales tax holidays in 2026.

There’s no local sales tax in Maryland, so the temporary exemptions apply only to state sales tax. The tax-free weekend for qualifying Energy Star products and solar water heaters starts at 12:01 a.m. on the Saturday immediately preceding the third Monday in February and ends at 11:59 p.m. on the third Monday in February. The August tax-free week begins at 12:01 a.m. on the second Sunday in August and concludes at midnight on the following Saturday.

Both states tax electronically delivered digital products and cloud computing services including SaaS. In Maryland, all digital products and cloud computing services are subject to sales tax. Based on the end user, sales tax is imposed at a reduced rate in Maryland. Sales of software purchased or licensed solely for commercial purposes are subject to a reduced rate. In Rhode Island, SaaS and prewritten software delivered electronically are taxable; custom software remains exempt when delivered electronically.
